The assistant is the right place to get started with the program. Although the assistant doesn't contain any functionality which is not accessible from the rest of the program's user interface, simply following assistant's commands will let you build a new menu from scratch and insert it into an existing page, template or frameset configuration or create a blank page containing the newly created menu.
