Here's the Publishing Wizard during the second step:

Fill out the dialog box.
If you have selected the second, advanced (apply-rules) option during the first step of this wizard, make sure that their contents match the rules of the mailing list. The message you publish using the wizard will not be automatically forwarded to all subscribers no matter what you enter in the text boxes. On the contrary, the message will be matched against the rules of the email service or services, possibly preprocessed if it matched a rule and acted upon depending on the actions of the rule it matched. The way the published messages are treated when using the advanced optionis identical to the way MailXpert treats messages it downloads from a POP3 server.
In most cases you should send messages to all subscribers using the first of the options presented during the first step of this wizard.
If you want to use HTML tags in the body of the message, mark the check box labeled Html source. To have Mailxpert sign the message, mark the Sign this message check box.
Click Finish to publish the message. The message will be processed during next scheduled mail processing cycle or when you click on the Send/Receive toolbar button.
